From April 18 to April 20, 2019, the First Forum of Tax Administration Cooperation within the framework of the ""One Belt, One Road"" Initiative was held in Wuzhen City (Zhejian Province, People's Republic of China).
This Forum attracted a lot of attention from more than 300 representatives of tax administrations from 85 countries, 16 international and regional organizations, as well as representatives of the business community and academia.
The delegation of the Republic of Tajikistan at this Forum was headed by the Chairman of the Tax Committee under the Government of the Republic of Tajikistan Davlatzoda Nusratulo Mukim.
The forum began its work with a plenary session, at which the Commissioner of the State Tax Administration of the People's Republic of China Wang Jun, Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan Marat Sultangaziev, heads of international organizations and scientific institutions addressed the participants with a welcoming speech.
Speaking to the audience, Davlatzoda Nusratullo Mukim noted that the International Forum "One Belt, One Road" in the very near future will become one of the main events in the international economic life of the countries participating in this initiative, within which the pressing issues of our activities in the context of free trade, currency circulation, free movement of people and international exchange of information, and more will be considered.
Following the results of the plenary session, the signing ceremony of the Memorandum on the creation of a mechanism for cooperation in the field of tax administration, which will become the starting point in the full-scale implementation of the cooperation initiative, took place.
Thus, the Tax Committee under the Government of the Republic of Tajikistan became a member state of the Tax Administration Cooperation Mechanism of the "One Belt, One Road" Initiative, and a partner of the "One Belt, One Road" Initiative Capacity Building Group for Tax Administrations.
After the end of the plenary session, the Forum's work continued at the sites of thematic sessions dedicated to the following topics: increasing the capacity of tax administrations, law supremacy, increasing the level of tax certainty, improving tax legislation and digitalizing tax administrations.
On the sidelines of the Forum, bilateral meetings were held between the Chairman of the Tax Committee under the Government of the Republic of Tajikistan Davlatzoda Nusratullo Mukim with the Commissioner of the State Tax Administration of the PRC, colleagues from the tax services of the CIS member states, as well as representatives of international organizations.
During the meeting with the Commissioner of the State Tax Administration of the PRC, that was held in a confidential atmosphere, the prospects for the further development of the established cooperation mechanism were discussed, as well as an exchange of views on the most topical aspects of bilateral cooperation.
During the closing ceremony of the Forum, participants noted that joining forces in creating a favorable tax environment will lead to a synergistic effect for the development of cross-border trade, attracting investment, promoting international economic cooperation, as well as coordinated regional development and inclusive growth.
The result of the three-day work of the Forum is the final Communiqué and the unanimously adopted Action Plan for the next two years, which meets the needs and priorities of cooperation within the framework of the "One Belt, One Road" Initiative.
The intermediate results of the work carried out by the tax administrations will be summed up in 2020 during the Second Forum of Cooperation of Tax Administrations within the framework of the "One Belt, One Road" initiative, which will be held in the Republic of Kazakhstan.
